In main vessel, disperse hydroxyethylcellulose of Phase A in lukewarm water with high agitation. Mix until solution is clear, free of lumps and uniform. Add remaining ingredients of Phase A with continued mixing while heating to 60-65C. When Phase A has reached a temperature of 60-65C, add Phase B ingredients individually into main vessel. Continue mixing batch for 20 minutes while holding temperature at 60-65C. Reduce mixing speed and begin to cool batch to 40C. When batch has cooled to 40C, add Phase C. Mix until uniform.
